im not sure if i even want to watch this video.
we tried something like this once though, it didnt work though. the tire ended up blowing up in our faces on the side of the road lol.

No they intentionally stretched the tires, i have stretched tires on my car too.
also Either=starting fluid.

i've seen people do this before. what's some of the advantages of having a tire that's too small for the wheel you're running? Why not just get the correct size tire?

So you an run a wider rim but have the tire duck underneath the fenderwell. When the suspension moves, nothing will rub that way. They use them in drifting alot. Function over from in most cases. Looks silly in my opinion, but to each their own.

so my buddy said "lemme use your lighter".
I saw him cross-legged in front of the tire
still mounted on the truck and starter fluid running
down the tire. I took the lighter back
quickly. So buddy number two steps up and gives
him his lighter. Hmmmm ether sticks to the ground (low)
so it filled the area around him and between his crossed
legs. He couldn't possible move despite my yelling.
Don't bother getting a piece of paper....Noooo just
hold that lighter to the tire.
Fooomp! Arrrggggggghhhhhhh!!!!! Now Doug is running
to the creek, beers in hand. You could hear the cry of relief
as he plunged his freshly burned legs into the cold water.
Oh yea wearing shorts raised the ante.

also it pre flexes the sidewall so cornering is more predictable.

you have less tire/sidewall flex, thus meaning greater control.
