Need Advice Regarding Accident

Okay... So here's what happened.

I was driving on a single lane street in Waterloo, Ontario. There was a Toyota Corolla in front of me. He was driving normally until he landed an emergency brake for no apparent reason. So, knowing that I had a van full of people, I stayed 2 car lengths back to avoid stupid ass drivers like the fine example in front of me. Then he emergency braked again but this time, making actions of turning left without signaling and going onto the lane of oncoming traffic. So I slowly went by him. When I was about to his front passenger door, he floors it, trying to cut me off and in the process, raped my fender, headlight and bumper and his 2 passenger side doors. He did not check his blind spot. It's a 3000 dollar job for me alone and about 5000 for his according to my experience which is about 10 accidents in my 5 year driving career with only one being my fault. I'm a magnet. Now the cops arrived at the scene and issued a ticket to ME! I'm like, what the bloody @#@#!!?!? "Failed to pass on the right safely" is what's written on the ticket. Safely? I was more than safe. I made sure he was fully stopped there before I even started thinking about passing him.

Now, what I want to do is the following:

1. Fight the ticket, which should be easy because what I was doing was just common sense and he wasn't.

2. Sue him for careless driving and being a complete idiot and make sure his license is taken away from him and be compensated because I have been psychologically and physically injured by this accident.

3. Possibly sue the Waterloo Police for passing this type of judgment. This was obviously the Corolla driver's fault and it's been passed to me? Are the Waterloo Police telling me it's alright to cut right in front of people? Are the Waterloo Police telling me this is China? I know in China, you have to let people cut in front of you or you're at fault. This ain't China. It's Canada for God's sake. I might just sue them...

Now I need your guy's help. I'm not from Waterloo, so I don't know which lawyers are good there. Another point that I need to make, I am not paying a God damn penny for this. Every single penny will come from the Corolla driver. I need a lawyer that is THAT good. Another thing... is what I'm asking here possible? Just some legal advice please...
