D15b swap now Ecu cope 8 TDC

Just completed engine swap into 89 Civic Si ..tried using the dizzy that came with the new engine .. re-wired then tryied to start.. Nothing.. turn key warning lights come on but starter does not turn eng.. look at ECU and 8 short flashes.. check and it shows to be TDC sensor. Change out dizzy to one from old engine ,, same results...
Any ideas or has anyone has this problem before ,,

did you double check the wiring?
