Voltage Regulater Meter??? sticking???

ok this might not make any sense.... well maybe. Im almost sure my Alternator is going bad, BUT i have also heard that this could be an issue too.....

anyone heard of a voltage meter sticking?? On my car i just have a light that comes on when my battery life is low. Every now and then i'll start up my car and the light will be on.... but when i rev the engine, when revs hit 4k rpms the light goes off. When the rpms fall it comes back on. Then i'll drive around a bit and after awhile eventually it goes off.
