so your saying a major company could never get a harness wrong? if you believe that I got some stuff laying around here that you just have to sprinkle over your yard and it will grow money trees. I'm selling it 1000 dollars a ounce. everyone is human, humans make mistakes. I made harnesses for supercharger kits. easily over 1000 of them. before each one would go out I would have to check them again b/c I know I could have made a mistake. I'm glad I did b/c I have, very rarely, caught a couple that were wrong. before I started checking them over I sent 3 out that where wrong I was having a bad day and I wasn't focused and put the ground pins in the wrong spot. one of the people spent 10 hours trying to fix the problem, they charged us for their time to fix it. i wasn't happy about it.
your harness could very well be wrong ask for a pin out to check and make sure. or send it back and have them check it. with simple harnesses like that they might just have a plug and play light up board that tells them when one is wrong.
if you think it is your car find a friend with the same make and model 99-00 and try it if it works fine its your car if not it the ecu/harness.
the 96-00 came with 2 different ecu pin outs. obd2a and obd2b. 96-98 is obd2a 99-00 is obd2b.
again chip is being tuned by a human it could be wrong.
put your stock ecu back in is it idling at 2000 rpm if not its something with the ecu/harness. check the idle specs in the chip
