Timing belt issue

Hello, I am more of a Nismo type guy but I am expanding my horizons and looking into the honda game, VERY MUCH UNDERESTIMATED! So I have a question, I am planning on buying my second honda civic it another 95 DX and this one I want to possibly do a boost on the D-series engine. The guy I'm buying it from said that he did a rebuild on it from a 230K to a 160K but now the belt is a little loose and makes a sound when it starts but once it starts driving it stops. I'm use to my 240sx that has a chain and don't have too much knowledge about rubber. Do I just need to get a belt tensioner and tighten it or is there something more to it than just that. Want to kno if it's a simple fix before I purchase it. I'm only buying it for $1200 so I already think it's a pretty good deal with that being the only issue. thanks for any info you could give me...

its pretty simple to do. there are two marks you gotta line up. one on the crank and one on the cam. the belt should be no more than 25$. its not that bad to change though as long as you got mechanical expierience
