stock wastegate on 14b should be 10-11psi. with an intake and exhaust they are known to put out 13-14psi without any modifications to the wastegate or having a boost controller.
in your case the cheapest thing would be a boost controller.
one of the reasons for not putting out full boost might be because the exhaust housing where the wastegate flapper is, is cracked. that allows exhaust to flow by on the wastegate side instead of going out the exhaust side.
another reason might be that you have a boost leak. check all your connections and do a boost leak check.
