I'll keep it short....
1996 Civic Ex

No, I repeat no boost controller. I have it on the stock 5.5 psi setting.
My engine was getting up in mileage so I bought an engine that supposedly had lower mileage. It was already out of the car so I didn't have a chance to see if it was good. It turned out to be bad(don't buy from ek9_civic), so I put my old engine back in. In the process of putting it back in the kid lowering the engine dropped it in, breaking the knock sensor. Now that everything is back together(yes I replaced the knock sensor) it only hits 3 psi.??? I adjusted the wastegate, which is internal, to no avail. So I just unplugged the wastegate altogether. I even tied the wastegate so it couldn't open. Still only 3 psi. If you guys have any suggestions I'd greatly appreciate it.

No, other than putting my hands around the couplers I have no way of checking for leaks.

I encountered the same problem a couple of months back on the same turbo kit. Somewhat in between taking it off and on, the exhaust or the wastegate housing had shifted causing the wastegate to not seat properly or not seat at all. The gate was basically touching the inside wall preventing a surface contact with the seat.

Take the housing off and inspect that area of contact. While at it, go ahead clean the seat with some degreaser......

most likely you have leak somewhere in the intercooler piping.
make sure all the clamps are tight (use to clamps if you have to) or go with some quality T-bolt clamps (kinda expensive but well worth it).

go to home depot and get some pvc piping, rubber caps, tire valve, bicycle pump and test the system for leaks.
