Adjusting my waste gate?

How do I adjust my internal waste gate? I found some info on my turbo (garrett T3 from a saab) and it says that this turbo makes 13-15 lbs of boost in stock trim. I only want to run half that much so what can I do? I'm not going to go with an external waste gate so don't tell me that. Can I buy a lighter spring and put it in there? What are my options?
