Arrow cannot boost past 5psi..Why?

i currently have a zc motor with a 92-95 greddy kit and i also have a greddy mbc...i have the mbc hooked up correctly and if i crank it up all the way it still doesn't boost past 5psi...but it does spool up to 5psi a lot quicker but it just will not go any further.....i removed the boost controller and blew into it and turned the knob to make sure it is working properly and it is,all of my charge pipes are tight and i don't have any vac. leaks....so does anyone have any suggestions on what to try>

take the vacuum lines off the wastegate, and in third gear stomp on it at 3k rpms and watch the boost gauge and be ready to let off. watch it and if it goes to six or seven psi let off and then you will know that its the boost controllers fault.. but if it still doesn't boost high i dunno
