glad to hear you're exploring FI options.
with 7,000 you'll be to get a great set-up with plenty of mula left over.
-Should i go turbo and why?
Yes, I would go turbo. You can have much more power and tons more torque with turbo than natural aspiration, and for much cheaper too. Much more fun to drive a boosted car also, imo.
-How would relaiblity be?
definitely depends on your engine management and dedication to maintenence. there are basically three kinds of engine management you can go with. an FMU type check valve trick the engine into thinking it's ok band-aid deal (I would never recommend this, ever), V-AFC hack (decent if you're on a budget), and standalone EMS (by far the BEST). With Hondata (an EMS), you'll be able to have all aspects of the car tuned to near perfection.

-What kit should i go with(i was thinking Drag Gen 3 or Rev hard, not sure though)?
Well, you can go with a kit, however take into account that you can piece together a custom kit yourself; ordering parts seperately to mix and match up your own set-up. This eliminates receiving parts with kits you won't use, ensuring you buy only what you think is the best for your application. But if you go kit, I'd recommend Rev Hard.
-Besides turbo what should i look into making it stronger, what can i do to make sure that this fucker does not blow up on me?
Besides the essential components, you can install new pistons, have the block sleeved, put new cams and rods in. You don't need to all or nothing from that list. Even just pistons would be a good step in added engine strength. However the real big time step up in stronger internals would be a sleeved block too.
-Is there anything else i shoudl comsider on my decsion
decide on how much power you want and where you'd like to see power/spool-up in the rpm band. this will help you buy the right parts and be a happy booster.
