FAST Turbo zc

there is this kid down at the track with my exact car its a 88 civic dx 4door stripped out he has a dohc zc motor turboed with a t3/t4turbo running about 8-10pounds of boost when i first saw him run i thought for sure he would have got a b18 in there or something but he is consistantly runnning 13.8 13.7
WHAT Could he have done to his zc to do this and what kinda hp he putting out?

i have a stock zc in my crx, and at the track i ran 12ishpsi and i got 14.2 @102mph with a 2.5 60 foot time.

so its easy to get thoes times even with a stock engine

Probably making about 190whp +/- a little.
13.7 is great but for a gutted 4th gen civic it shouldn't take to much power.

I ran consitant 13.5's 13.6's with my civic coupe (2600lbs w/me) and 220-230whp. (my old set-up didn't produce consitant hp numbers) on street tires. he probably weights about 400 lb's less depending on the amount of weight reduction and his weight.
