Do a compression test. After that, do the test again, but this time add about 1 tablespoon of oil into each cylinder (thru spark plug hole). If the compression increases dramatically, the rings are bad. Be careful not to add too much oil. This would give a "false improvement" to the compression.

When does it smoke ?? When it is cold, after idleing, driving out of boost, driving under boost, decelerating. Take off your down pipe and see if there is any oil on the the exhaust wheel and down pipe.

the oil test will work to a certain degree, your best option is to get a leak down test done, that will pin point your exact problem area, and let you know if its your rings or what. Just about any shop can do one for about $50-100 (depending on shop) and it only takes about 15min.

also have you checked your crank case vent if it is clogged up or not venting, if it is not working properly when you start boosting, the extra blow-by created by the pressure builds up in the crank case and forces oil up past the rings causing your car to smoke while your getting on it, but not smoke while you are crusing.

most likely your problem will be in your rings, and/or crank case vent.

good luck...
