Well if you're using a factory turbocharger the internal wastegate will be set at a low psi...unless the spring has been replaced, or there is an adjustable actuator. In that case whichever wastegate is set at the lower psi (most likely the internal) will open first. Just do yourself a favor buy some heavy sheet metal weld it over the internal wastegate port and use the external wastegate.
they all go out the same place, from the wastegate to a pipe that merges into the exhaust and out the back
now as the name implies one is external (outside the turbo and usualy on the manifold before the inlet) and internal(inside right before the gas gets to the turbine)
they control the amount of gas that enters the turbo thus controling the boost and the spring or actuator closes this valve untill a desired point, then it starts to bleed off excess pressure and right back into the exhaust (after the the turbo obviously)

or as I prefer, into the atmosphere.
another important issue to take into account is where to get the vaccum source for an external wastegate. I've found the best place to tee from is brake booster. It'll aid in spool time and is reliable.
