My friend has a 98 GS-R Turbo...for some reason sometime at high rpm it would seen like the car want to stall out but then sometime it won't do that at high rpm.... does anyone know what going on?

Could be detonation, you will have to be more specific with the description of the problem. Elaborate a little bit please.

What is his spark plug gap? My understanding is that you need a smaller gap for turbo. So if stock, is 0.044", then maybe go 0.040" or 0.035" . Always check the cheap/free stuff first.

My .02 cents is that it sounds liike he's running too rich.
If he was to lean then the car would just taper off in power (feel like boost gradually dropped from 10psi to 5psi) and you would hear detonation most likely.

You NEED to be more specific, LIST HIS SET-UP IF YOU WANT HELP.
Otherwise we're just taking shots in the dark....(you know how accurate that is)
Until then....good luck, hope he doesn't blow his motor

actually leaner makes more HP to a certain level.
Richness makes less HP

I'm talking about extreems here, not safe operating ranges.
I know a 13:1 afr will make more power then an 11:1 afr assuming the tuning is simular, but I'm speaking more along the lines of richer then 10:1 afr and leaner then stoich, and this is according to an ass dyno. Super rich literally feels like your car hit's a wall, it accelerates hard until it's to rich, then it feels like it won't rev any further, while a lean condition will feel as though your power peaks early and tapers off....at least from what i've personally observed.
