would it be safe to boost
would it be safe to boost my 2000 civic si if it already has 140,000 miles on it.. i dont know much about it and trying to learn as much as i can..any input would be great thanks

Yes it will be fine as long as you get it tuned after you put your turbo kit on.

do a compression and leak down test to see if everything is in order. then boost it.

As long as your car (engine) was well maintained for example. . Oil change every 2500-3000 miles, tune-ups, and its up to task. . YES.
But very true, tunning can make it or brake it. .

always check even with a professional  a few years back when i was still green on I4 engines i took my 89 civic DX to a shop to have a turbo installed here in Alaska (there aren't many who even mess with turbos) and when i got it back stupid me i just started to see what it could do to my shock and dismay i ended up not even a mile away with a blown engine he had the boost way to high and his excuse was "well you said you were hoping for a lot more power" needless to say i never went back.
