What kind of front bumper is that on the light blue Accord with the carbon fiber(I assume) hood at the top of the page,and where can I get one?

I think that it kinda looks like a you regular lip kit but the portion in the middle is what's throwing me off.

that's an integra with a jdm front end, not an accord.
