to answer both questions:

The plates are from CT and I live in GA because I recently (last june) moved down to Georgia for a job, and I havent transfered my plates over.

The engine was ordered from Tiger Japanese up in Canada, so your guess is as good as mine as to how many miles. Every JDM engine supplier advertises 35k-40k miles so thats what I think the mileage is on the block. I've since put about 10k miles on it since i've put it together.
