obd0 ecu help

I have a 90 integra b18a1 little mods. Well last night i was changing my starter. I noticed dash lights on when i retruned to my car. Opened the door to make sure the key was out of my ignition and it was. I realized what i did was not unhooked the battery (dumbass) and the hot wire and the cold wire for the starter was touching. Now my car doesn't start or the fuel pump doesn't power up. Thats all i noticed before i went to bed flustered with what i did. I need advice. Did i fry the ecu, main relay, or something else.

Main relay does click. I have been told by many that I fried my ecu. I have a new one on the way. If thats not it then I don't know what the funk i did. By the way ALL my fuses are very good. My dad keeps telling me I don't have enough power going to the starter but I beg to differ. I have also just got my fuel pump to turn on. I changed a fuse and that helped. but my starter doesn't engage. I noticed alot of clicking in the area by the steering column.
