P28 Help Needed

I'm working on a friend's vehicle that won't start. The previous owner did a B16A swap in a 91 Integra. I'm pretty sure they used a P28 ecm & then chipped it, but all the labels have been removed. However the work done to the board looks nothing like the chipped ecm's I've viewed online. I was just wondering if someone could tell me if this is right or is there a possibility of fixing it?
In the first pic I noticed that there are no capacitors in the red circles & that the jumper wire has been cut. Is this ok?
In the second pic I was wondering what was up with the mess in between the two chips. Could this be the problem?
