Is there a way to do this? Need to find out if it is bad or not.

Can you be a bit more specific? What do you mean by your ECU being "bad?" Is something going on with your car making you think the ECU is the problem?

How about the red light on the ecu stays on all the time. No spark but the engine turns, cant hear the fuel pump turn on either

Check your Main Relay. Most likely a pin on the main relay got loose and needs to be re-soldered.

Not my area of specialty, but if it's like the 90s Civs and Tegs, then you should have the fuses by the driver's left knee, and under the hood. Should be electrical if your Fuel Pump isn't priming. If you have a CEL or the ECU is blinking to indicate a CEL, you should get it scanned or read it yourself.

No reading on the ecu the light comes on and stays one all the time. when i crank it the engine light does'nt come on, does that mean my ecu is bad.

I wouldn't know what any light sequences would mean on your ECU. Try to search it up, or just go get your ECU scanned. If it is able to scan, and has no codes, you can narrow down the problem. If it can't be scanned at all, you'd know there is something wrong with the ECU.
But you most likely have an electronics problem...from bad main relay to a short somewhere. And you already said your main relay is fine.

you need to test your main relay wiring.
the main relay controls the fuel pump. If there is a break in the harness somewhere, you could keep replacing main relays and still never fix the problem.
Check your fuses. there is a fuel pump fuse (should be atleast) on the in cabin fuse box.
