I have a 97 civic coupe im turboing soon. Wut would be the best way to go about tuning it but still keeping it emissions legit? I have a d16y5 im planning on running 12lbs on. Wuts the best tuning for obd2?

There really is no good obd2 tuning solution.
If you MUST use a piggy back look into the aem fic system.
