2008 civic no fuel pressure

My 2008 MT civic stalled at start up Thursday. Was able to start car but I had to rev it high to even start moving. No acceleration and eventually stalled and wouldn't restart after 3 miles.

I've confirmed spark, fuel pump engages. I replaced the pump and strainer. Absolutely no fuel in line connecting to fuel rail. There was some fuel that came out of the line connected to the fuel pump when disconnected to inspect the fuel pump a second time.

Could this be a bad fuel pressure regulator? I have no check engine light.
