My question is a car like this with so few miles would the hoses and seal be all dried up since it hasn't been driven much over the years?

This 1998 Integra Type R (VIN JH4DC2315VS004273) is on offer by its original owner who claims it has only 10k and change miles from new. The car appears to come with a stack of documentation including the window sticker, and as the ad points out not many of these special lightweight models were offered in the US. Powered by a hand-built B18C twin cam four good for nearly 9k RPM, these are often regarded as perhaps the best-handling FWD cars ever built.

You'd want to replace the oil and coolant. Other systems are sealed so fluids may be ok. May want to get the brake fluid tested with a copper test strip just to be safe. Trans fluid and p/s should be ok. I would call Honda to check for sure tho. In case you never figured this out that is... :D I bought a 94 Camry recently with 61k on it and this is what I discovered on it's 21-year-old fluids.
