As long as they are both from manual cars, no. The 88-89 Teg ECU are the same, but very different than the 86-87 TEG. You could have bad injectors or your fuel pressure might be too high. If your injectors are old, they could be worn out and dripping excess fuel into the chambers when they don't need to. This was the problem with my 87 Teg. Once the injectors were replaced, my Teg ran much better (and smelled better too).
