What is the maximum amount of boost that I can run on an H22 (10.6:1 compression) with its stock internals on 93 octane gas?

what effects would a lower compression head gasket do?

Around 8-9 psi depending on the setup and tuning. You can't run 1 psi with a bad setup.

So once my setup is complete, how will I be able to know how much boost I can run max?

It depends on the condition of your stock engine. I turbo'd my car with 9,000 miles on the engine so I think it took a lot more abuse before it blew.

I ran 6psi 90% of the time, 10psi probably 5% and 10psi+ the other 5% of the time.

I blew ring lands on a piston #4 in 5 1/2 months. It blew on a run at 6psi.

If your engine is older I wouldn't go over 7psi ever. Unless you've got money for a rebuild right away.
