The orange note is a note to the owner that it needs to be moved. It's always a shorter period of time (THAT DAY) that it needs to be moved. A green note is a note to the tow-truck company that they have the ok to pick it up when sent out and instructions on where to take it. The orange one is for the owner and if another CHP rolls by and the time period is up, or the car has suffered damage that was not there previously when they wrote the orange note in the first place, they replace it with a green, in the most visible spot, like on the top of the antenna, or on the rear window. Green is instructions on where to put it if an officer can't meet them there. Usually you will see a CHP officer with the tow-truck driver, but sometimes that isn't possible, calls, etc...
