i swaped a d16y8 into my eg and the car starts up, its just when the car idles its running very very high like at redline, there is nothing wrong with the throttle cable or the throttle body the intake manifold is good its just running at almost redline when it is in nuetral just running

Look to make sure the throttle cable isn't pulling the throttle open. (make sure the cable doesn't have tension on it. Check for vaccuum leaks. The intake manifold gasket could be culprit -TB gasket - any of the vaccuum lines being connected wrong/broken. Possibly a incorrect sensor being used for somthing?(OBD 2 sensor being hooked up to a OBD 1 ECU type of situation)
