the welds have to be good enough for the three metals to be come one metal. meaning the panels plus the filler rod (welding rod) are melted to become one. are you going to tig, mig, stick or gas weld the panel
mig is fine.. you can grind them down a little if you need to. all your doing is spot welding. have you welded before? i would remove any paint where i was going to spot weld. 60 grit sandpaper, wirebrush, just something to get you to bare metal. and tack it on the top, bottom, and sides to keep it in place and then weld it in a criss cross pattern, like bolting on an oil pan, and if you have a gap between panels just hammer it together witha hammer. good luck asnd by the way i am no body man , but i have stayed at a hloiday inn express a few times.
