GND = Ground (i.e. any 'ole chassis ground)

I = Ignition (i.e. any wire that goes hot when the ignition is in the 'on' position)

S = Signal (i.e. a source to measure the voltage. straight at the battery + would be the best choice for the most accurate reading)

No, S is not for the dash lights. A dash light wire is irrelevant to a voltage gauge.
