yeah but at WOT it should be 5V.
no flat spots or anything.
the voltage wont' go past 2.8v at WOT
anyone knows why? and how to fix this....

Nope. The output is a linear voltage increase from 0.5v to 5.0v. No flat spots or peaks or anything, :D
Looks like ur TPS is bad if you've checked it correctly. HOw is it when u drive it at WOT? If its not right u need a new TPS which means a whole new throttle body since you cannot replace the sensor itself.
you need a new TPS sensor...pay a visit to the junkyard...
fawk, will there be any perfomance problem if my tps is fawk?
my rpm isn't flautuating or anything like that.
i have similar question. my rpms are flunctuating like hell like when i come to a stop my rpms will still be at 3000 for like 5 secs the drop down to idle. do i need a new tps?
input votage? or voltage at idel?
.48 v at idel
reference voltage....how do i find that?
Well theirs a input voltage ( reference voltage) and a output voltage.
and how do i measure those voltage? any ideas?
Disconnect your TPS harness and put the probes of a voltmeter on the REF terminal (+) and the GND terminal (-). Turn the key to ON (don't start the car) the meter should read about 5.0v

The terminals are from left to right with the harness clip facing up : GND SIG REF
