where is the fuel filter located for a 96 civic and is it hard to change it

if you are looking at your firewall - it is behind the top left corner of your engine. It is easy to change, just dont strip the nuts on the bottom.

yea, you need a hose wrench for the bottom bolt. . . i think its a 14, i dont think you should use a regular wrench it'll strip sick....

a haynes manual will tell you everything you need to know about how to change it. It's easy - just watch where the fuel goes when you bleed pressure and clean it up.
You don't need to change the filter any more often than once every 60k miles. Many people make it the life of the car without changing it though, so if it's not creating pressure problems it's not a priority.

oh yea, you should take the gas cap off to release some of the pressure. . .

Taking the Gas cap off will not release the pressure, but it will better facilitate the release of pressure when you undo the service bolt where the fuel line meets the filter.
I gave you this answer because, yes, you should take it off, but doing that alone will not relieve the pressure in the line -if it did you would need to reprime every time you filled up.
