well does a turbo at 8psi make the same hp as a supercharger at 8psi if not whats the diffrence

No they dont make the same power nor do they have the same powerbands..
The super is not going to make as much power because of the belt that drags on the crank to make the power. Generally most supers dont run intercoolers, therefore the intake temperature is higher and that makes less power also.
