I think your talking about the daytime running lights. They probably are the low beams I would assume on that car. You can install HID in your headlights or some blue bulbs. You can also do LED turn signals or LED tail lights.
they are daytime running lights (DRL) and use your high beam bulbs powered through a pulse width modulator (PWM) to send 12 volts at a certain frequency that the brain perceives as dimmer or less powered than it actually is while still receiving the full power.
it's how led turn signals and brake lights work without tripping the bulb out fault indicating less resistance/power (wattage).
