your Hard Drive spinning ? Open the case and feel your HD when you boot up . If it's not spinning check the cables to make sure they are pushed in all the way. Also try a different power cable. Your power supply should have extras.
If the HD does not spin when your PC is powered on then you have a bad HD or possibly worse a fried motherboard.

If it wasn't spinning lol, he wouldn't be running windows, not being able to even have the option to restart.. so that's not the problem.
