Not sure about the area you live in, but in Canada, any bulb other than clear is illegal. So any colour coating on the bulb is technically illegal. However, the cops don't ever ask you to pop your hood and pull our your headlights just to check them. So you're pretty safe unless the cop really wants to be a prick.
As for the PIAA's, I have no experience with them. I think higher wattage bulbs burn out faster, so you may want to avoid those. I have 55W Hiper industries bulbs for a year and a half now, and no problems.

Dont' waste your money on fake HID bulbs. JDM PIAA bulbs are pretty expensive. They're good, but save up and get real HID's. Which reminds me, i want some JDM PIAA hyper yellow 9005 bulbs

Ive owned a pair of the piaa super plasma blue H4's, they were real tight. Blue at every angle you looked at it. They were also pretty bright. Ive had them for about 2 years, then i switched them out because i got projector lights. I put the nokya blue H3's in there, and in a month the blue on the bulb started to chip off.I switched to the piaa super plasma blue H3's, and they are hella tight. They are purple at certain angles, and white at others (like those european cars). Been about a year now, and still bright as hell. Im sure theyll last. Ive had good experience with PIAA and im sticking with them.

85 bucks and that shiat was on sale, got em at www.autofreak.net or www.autofreaks.net something like that (or if u live in LA go to yohanns in little tokyo or matsuubi in costa mesa, they have stores there)

9005 is high beams and 9006 is low beams................but i think jdm piaas can fit both...
