A pillowball mount is basically a ball bearing mounted in stiff rubber - or similar material. These sit on top of your struts, and allow the wheels, struts, and springs to turn when you steer the car.
They reduce the amount of unnecessary movement in the suspension, so yes the increase steering response, and stiffen the car a little. Getting stiffer bushings for the entire suspension system does the same thing as well...
As for whether or not it's worth it...that depends on what you are looking for out of your suspension, and what you're willing to spend to accomplish that.
I think I might change out my suspension and go with tein HA with pillowball mounts...I am getting sick of this crappy skunk2 shit lowered too much and bottuming my shocks out.
