IF you wanna do it cheap sand out all the rust and start using bondo. However, to do it and keep it form coming back you are going to need to get rid of all the rust and weld back on some new metal like a body shop would and get it painted promptly and correctly. Thats the only way people I have talked to have gotten rid of it for good.
