SAFELY lighten the bumper supports?

instead of taking them out is it possible and smarter to just but a bunch of holes in it to lighten it instead, like cam gears....Im worried insurance would kill me if i didnt have any supports at all and my bumpers might sag

Bad idea; if you get hit by someone and you have those removed, even if it's their fault you're the one who's getting the ticket.
