check the TPS(throttle position sensor) or the FIV(fast idle vavle), both are known to cause it, my old gs-r used to do that, it was the FIV:D

the ecu has been reset, the throttle cable is fine, and i messed with that screw.... would i be able to swap the throttle position sensor or the fast idle valve off a 92 cx intake manifold? i am using a 92 si intake manifold right now

yeah, the fast idle valve caused my friends GSR to do that...but i dont know if civics have them....i know ITR's dont have them....but if you do have them make sure to check that because it made his idle real high when cold and sometimes rev itself when cold
