A drill and a dremel will do. I would suggest to test fit the hole with a piece cardboard or something similar. Once you get the right size hole then you could trace that hole to your fender. I've seen people drill or cut the hole a little too big to where you could see it go pass the sides of side marker. Not nice at all.
