sleaving a block entails streagthening the cylinders by putting another material outside of the cylinder. usually made of steel, the sleeves have passages bored out so that coolant can still flow through. you only really need to sleeve your block if you are running hella high compression or a lot of boost.

I was always under the impression they cut out the stock sleeves, and replaced them?
