You are talking about the add-in chip thing?
If you have an automatic then get it.
For manuals you really don't need it. It basically fools your car into thinking you are at WOT, you can compensate for this on your own by driving differently. It's not really worth the money.

My boy Marvin had one on his 2000 Civic Ex Auto and he said it didn't make much difference and that the little difference it was making wasn't worth it's price whatsoever.
