OK so the civic I recently bought doesn't have a title. The last time that I know of when it did have one is when it was in California. I live in Wisconsin and am trying to figure out a way to get a title, obviously contacting the previous owner isn't really an option because I can't figure out how to find or get ahold of him even though I have his name and address. The guy before me says he tried contacting him and didn't get any luck with that either. Is there any ways besides contacting the last owner to get a title so I can register the vehicle? Any help will be great...thanks!

Contact the DMV in the state where the car was last titled. They will tell you how. Every state doesn't have the same rules.
