97 civic dx hatch OBD monitors will not come on.

Hi there, I have driven my 97 dx a couple hundred miles in all traffic conditions, attempting to get the obd monitors to turn on. The O2, cat and heater will not turn on. I have cold started the car with the AC and rear defroster on, I have had varying levels of gas in the tank from full to empty... nothing, I have driven 55 mph for several minutes at a time, I have tried everything I can get at from searching other forums. Is there some kind of firm ware I need maybe???
Please help I need to get this amazing car smogged.
