I would say yes, the ecu is your problem!
The VX engine is not really compatible with other ECU's, even VTEC ones like the P28. The O2 sensor is different, the VX has a wideband sensor with extra wires in it. the P28 doesn't read or give signals on those leads so there's one problem. Ignition timing and fuel curves will be way off, and the VTEC-E system operates on a wholly different principle then regular VTEC. It doesn't have large/small cam lobes, it works to switch between 12-valve & 16-valve modes.
I would wait to get your correct ECU, have you looked on Ebay?
